First of all you have to open WhatsApp on your phone.
After that you have to connect a video call with a user.
During a video call, tap on the bulb logo on the top right corner.

WhatsApp users can customize chat theme:
WhatsApp also recently released a new update that lets users personalize their conversations with chat themes. According to WABetaInfo, the new custom chat themes feature is available for select beta users, starting with WhatsApp version 2.24.21.34 for Android and version 24.20.71 for iOS. WhatsApp users enrolled in the Google Play beta program will get access to 22 different themes, each with 20 color variations. These customizations may include options to adjust both the chat background and conversation colors.
The new chat theme settings page will expand personalization options. Users will be able to apply a universal theme to all conversations or set different themes for specific chats, providing a new level of flexibility. Specifically, themes will be visible only to the user who has applied them, ensuring privacy for both parties.
